yes, you should replace *mirror-address* with your repository mirror server.. for example:

before change /etc/apt/sources.list:
deb http://sg.archive.ubuntu.co... jaunty-security main restricted

after:
deb http://localhost:9977/sg.archive.ubuntu.com/ubuntu/ jaunty-security main restricted
